My friend's mom has a deportation order?

The children have no bearing at this time. I don't recall if they can petition at 18 or 21, but definitely not before then. She has an order of deportation and will likely have to be out of the States for five years (or 10 years if she was deported in absentia). There are a lot of exceptions to the rules and there are some waivers based on family preference.
