Why does my dog not like it when I plow on her?

My dog REALLY doesn't like it when you blow on her, she whimpers and wines like you are beating her. She also squirms around but doesn't bother to just run away(I don't pin her down when I do it). It is really funny lol even though I kind of wonder why she acts that way to something that I doubt hurts her.
